Kelly Krupa Rifelj is an assistant research analyst at HigherEd Insight. She earned her master’s degree in public affairs from the La Follette School of Public Affairs at the University of Wisconsin – Madison after obtaining her bachelor of science in French education from UW-Madison. Kelly is a scholar in “free college” and promise programs. For more than a decade, she helped lead an evaluation of The Degree Project, the United States’ first experimental promise program. Kelly has co-authored journal articles for Columbia University’s prestigious Teachers College Record, which revolved around her work on The Degree Project. She has also co-authored various book chapters and policy reports..
