Kelly Krupa Rifelj is a research analyst at HigherEd Insight. She earned her master’s degree in public affairs from the La Follette School of Public Affairs at the University of Wisconsin – Madison after obtaining her bachelor of science in French education from UW-Madison. Kelly is a scholar in “free college” and promise programs. For more than a decade, she helped lead an evaluation of The Degree Project, the United States’ first experimental promise program. Kelly has co-authored journal articles for Columbia University’s prestigious Teachers College Record, which revolved around her work on The Degree Project.
